The first electronic census in the history of Russia will begin on 15 October.


What you need to know and be able to participate in the digital census

The country’s first digital census will begin on 15 October. Instead of paper questionnaires, electronic ones have been developed for it, which the census takers will fill out on tablets. In addition, the Russians will be able to correspond on their own – on the portal of state services. Moreover, this can be done both on a stationary computer and in a mobile application on a phone. Citizens will also be able to take part in the census at the census districts that will open throughout the country, including in the premises of multifunctional centers.

The census will end on November 14, but it will be closed earlier in public services – on November 8, Pavel Smelov, deputy head of Rosstat, drew attention to. “This is necessary so that those who could not correspond on their own could be bypassed by census takers: in such an event, the maximum coverage of the population is important,” he stressed.

Rosstat drew attention to the fact that the more complete the data collected as a result of the census, the easier it will be to plan the socio-demographic policy of the state for the next decade, to distribute the budget. After all, the census helps to see problem areas in the economy and social sphere. Based on its results, important state programs will be adopted: it will become clear where to build hospitals and schools, build housing or open new jobs. Based on the results of the 2002 All-Russian Population Census, for example, it was decided to introduce such a measure of state support as maternity capital.

What will be asked during the census

The main block of questions during the digital census will remain unchanged: you will need to indicate gender, age, education, whether the person is married. However, new ones will appear: for example, if earlier in the questionnaire it was necessary to indicate whether a person has a job or not, now it will be necessary to clarify how far from home it is: in the same settlement, neighboring or in another region. This will allow for the first time in the history of the country to assess the flows of labor migration. Also, questions will be added on the sources of income of citizens without specifying their size. It is important for the state to understand how the institution of the self-employed is developing in the country, what kind of support they need.

Rosstat noted that when filling out the questionnaire, a person may not provide his last name, first name and patronymic in it, since all the same, the data will be sent to Rosstat in an impersonal form. It will be possible to fill it in Russian and nine more languages: Korean, Chinese, English, Bashkir, Buryat, Tuvan, Chuvash, Yakut, Uzbek. This opportunity is provided to census participants not only because Russia is a multinational country. The fact is that in addition to our compatriots, foreigners will be asked to correspond. For them, a specially developed form, marked with the letter B, in which there are seven questions, including about the purpose of their arrival in our country.

Citizens of Russia and those who have lived in the country for more than 12 months will need to fill out two forms: one with the letter L with general questions about the person and his family, the second with the letter P – about his living conditions.

How to write on the public services portal

To rewrite yourself and your loved ones on the public services portal, a standard public service account is sufficient, it does not have to be confirmed. If you wish, you can always register. Today, 110 million Russians have an account in public services, the Ministry of Digital Industry said.

The average time for filling out an electronic census form will take 23 minutes. For the convenience of the portal users, the function of “pre-filling” will be available, when part of the information does not need to be entered manually: the system will automatically suggest it from the person’s profile, for example, the date of birth. However, if desired, the census participant can always change the information in his questionnaire. Also, for many questions in it, the answer can be selected from the reference book or by ticking the box. It is important that the nationality will have to be driven in manually. As Pavel Smelov, Deputy Head of Rosstat, explained, according to the Constitution, a person must define it himself, so this opportunity has been realized.

The electronic census form is adapted to any screen – a computer, a tablet, and even a smartphone, which means that it is possible to write to public services from any device. It is expected that 70 percent of e-questionnaires will come through the mobile phone application. All those who passed the census online will receive gifts from Sberbank, including salary cards with a special design, insurance, free subscription to listening to music and watching films.

In September, the digital census system on the public services portal passed two sessions of stress testing. It follows from this that it confidently processes 150-200 requests and 30 completed questionnaires per second. That is, Rosstat will be able to receive more than 2.5 million questionnaires per day through state services.

How to identify a scribe

According to a survey conducted by Rosstat, about 30 percent of Russians, mostly older people, plan to wait for the census taker.

The department explained that it would be easy to recognize the census takers by their equipment. They will be dressed in a reflective vest, they will have a branded scarf with the logo of the All-Russian Population Census, they will have a census bag, a tablet, as well as a certificate valid upon presentation of a passport.

Compared to the previous census, there will be fewer enumerators, as the information collection technology has changed. In total, 300 thousand people were involved, before there were 700 thousand. All have already been trained. Each census taker will be assigned a census area with approximately 550 people to enumerate. During the last census in 2010, the workload per enumerator was less – 400 people. The census taker’s salary will be 18 thousand rubles.

How to chat on a stationary site

Another convenient and quick way to go through the All-Russian census is to go to the stationary census area and answer the questions there. Most of them will be located in the premises of multifunctional centers (MFC). Volunteers will help the citizens. Together with them, it will be possible to fill out electronic census forms on the guest computer.

The volunteer must introduce himself to the person, show his ID and passport.

In total, it is planned to attract 25 thousand volunteers, they will be provided with vests and personal protective equipment.

Census results will be known by the end of 2022

Who can you ask questions about the census?

From September 24, operators of the “hot line” of the All-Russian Population Census are ready to answer citizens’ questions. Her phone number is 8-800-707-20-20. A call to it is free from any Russian region.

The hotline was created on the basis of Rostelecom Contact Center and will operate until the end of the census – November 14, 2021. Consultations on it are available from nine o’clock in the morning to nine o’clock in the evening Moscow time. At other hours, the caller can leave a request for a call back from the operator. Before the start of the hotline, more than 170 contact center operators underwent special training.

When will the census results be known

The all-Russian population census in 2021 will be the twelfth in the history of the country. Thanks to new technologies, its preliminary results will appear in January, and by the end of 2022 they will be fully known. Anonymized data collected during the census will be automatically linked to a digital map. The result will be a complete digital map of Russia. The Vipin chicken became the symbol of this census, which personifies the speed and ease of the first All-Russian digital population census.
